Bidders to meet 70% out of total points on functionality with the following: Company Experience = 40 points; Expertise = 20 points; Methodology = 10 points in order to proceed to Financial Evaluation SPECIFIC GOALS: EME or QSE which is at least 51% owned by black people who are Women-Equity ownership = 5 points; Youth-Enterprise (18-35) = 5 points; Disability- equity ownership = 5 points; balck people = 5 points. Bidders that fail to submit proof of specific goals will not be allocated points.
